The Timmins Public Library is composed of nine members, appointed by the Municipal Council, including 6 members of the public and 3 elected members of Council. In addition, the Mayor serves as an ex-officio member.
An effective board is comprised collectively of people who have the knowledge, the skills, and the background necessary to govern with excellence and to lead the Library in the realization of its vision. Public Library Boards in Ontario are governing boards, legal corporations with the authority to make policy and to govern the Library’s affairs under the Public Libraries Act, RSO 1990, c. P.44.
A Board’s duty is to provide comprehensive, effective and efficient public Library service that reflects the community’s needs and builds community capacity. The stakeholders of today’s libraries expect strong leadership. Consequently, modern governance must reach beyond ongoing budget oversight and a regular strategic planning exercise to embrace new ideas, and forge strong relationships that will support the Library in its mandate. The Library Board has the authority to act on behalf of the Library; individual Board members have no authority to act on their own.
The primary roles of the Timmins Public Library Board are to:
- Set the vision, mission and strategic direction for the Library and, using strategic
planning techniques, determine a strategy map to get there; - Make policy within the framework of government legislation and regulations;
- Oversee the Library’s finances in accordance with public accounting principles
and requirements and within municipal budget policy and procedures; - Monitor overall effectiveness of the Library in meeting community needs in an
efficient and effective manner and evaluate progress on the strategic plan; - Set fees where allowed by the Public Libraries Act;
- Hire and evaluate a qualified Chief Executive Officer to implement the Strategic
Plan and to manage the day-today delivery of public service and daily operations
of the Library.
Building community and inspiring change
The 2024–2028 Strategic Plan serves as a guiding framework for the Library Board as the Timmins Public Library continues to evolve and deliver programs and services to residents, visitors, and members.
Board Meetings
The Library Board holds 7 meetings per year, meeting the last Monday of each month at 4:30 p.m. (Jan., Mar., May, Jun., Sep., Oct., Nov.)
Most meetings take place at the Main Library (320 Second Ave), unless otherwise stated. The C.M. Shields Centennial Branch hosts meetings twice a year.

Councillor Cory Robin is a proud Library Board Chair. The library is a great place to sit, learn, read or discover and he's been a library user for decades. With a background in business, Cory brings an understanding that an investment in our library is an investment in our community and our city. Cory is the Executive Director of Downtown Timmins and frequently collaborates in library events for our city.

Councillor Lorne Feldman, a graduate of Osgoode Hall Law School and President of his family's lumber company operating in the Timmins area since 1904 experiences the identical sense of exhilaration he did as a child whenever he attends our libraries which he affectionately describes as his "paradises of solace". Recognizing our libraries provide nurturing environments for both learning and social connections, councillor Feldman encourages all residents to visit our branches in Timmins and South Porcupine where they will discover a true regional treasure.

Councillor Andrew Marks is a dedicated Library Board member with a passion for literacy, community engagement, and lifelong learning. With a background in the education field and dedicated to serving his community, Andrew brings valuable insight and leadership to the board. Andrew advocates for accessible resources, innovative programming, and inclusive spaces that meet the diverse needs of the community. Committed to supporting library staff and patrons, Andrew works to ensure the library remains a vibrant hub for all.

Veronica Farrell is a retired professional with 35 years at Porcupine Credit Corp. She now works part-time as a Patient Advocate for the Ministry of Health. Veronica serves on the Board of Community Living Timmins and is President of the Sacred Heart Catholic Women’s League. A Library Board member for over 10 years, she also sits on the Policy Review Committee. A passionate reader, she’s been a library member for over 45 years and advocates for community engagement.

Ashley Dion joined the Timmins Public Library Board in 2022. Working as a Financial Services Supervisor for Children's Services, Ashley brings financial knowledge and a passion for literacy to the board. An avid reader and lifelong library user, she has fond memories of visiting the library as a child. Now, with children of her own, Ashley enjoys reading and visiting the library with her family, fostering a love of learning at home. She believes that local libraries serve as vital pillars for communities, fostering education, connection, and growth.

Rada Deletic is a professional working in the areas of children's services, continuous improvement, and strategic projects. She is a lifelong resident of the Timmins area and a lifelong patron of the Timmins Public Library, with fond memories of hours spent in the stacks of the C.M. Shields Centennial Branch, dating back to her childhood. Rada is in her first term as a Trustee and brings her expertise in service improvement and community engagement to support the library’s mission of fostering learning, inclusion, and accessibility for all residents.

Andrew Mascioli is a dedicated board member with the Timmins Public Library and has a passion for helping others. As a financial planner, Andrew strives to benefit the board with his knowledge of finances and business, as well as long-term and strategic planning. Andrew and his children utilize the services of the library and the various programs offered. He considers it an honour and a privilege to be part of such a great organization.

Matthieu is a lifelong resident of Timmins and holds a Bachelor of Education from Lakehead University. A recent addition to the Timmins Library Board, he is passionate about libraries as essential community spaces for learning, connection, and access to information. He has worked on the Fierté Timmins Pride board of directors and was president of that board for 6 years. In that role, he has collaborated with many organizations within the community to promote 2SLGBTQ+ inclusion and education.

Samantha Saudino is a healthcare executive with over a decade of leadership experience in clinical services, risk management, and organizational quality. A lifelong learner and passionate reader, she values the role of libraries in fostering literacy, equity, and community connection. Samantha joined the Timmins Public Library Board to contribute to the wellbeing of the community through the promotion of lifelong learning, accessibility, and a love of reading.

Mayor Michelle Boileau is the 10th person to serve as Mayor for the City of Timmins, and has been a Library Board member since 2018. Michelle’s professional experience in education, employment, and immigration services is reflected in her work to promote cultural and economic diversity. As a proud Franco-Ontarian, she greatly appreciates the Timmins Public Library’s bilingual service offerings. She has a Master’s degree in Educational and Social Research, and an Honours Bachelor’s degree in Second Language Teaching.
